Some things have to be said by your country's prime minister, I guess, before becoming conventional wisdom:"Anonymously throwing out a child is unacceptable."Not just infants...any child apparently! And if you show your passport...it's ok.
There goes the great baby recycle bin experiment... uh... down the drain.
